Daniel M. Richmond of New Rochelle was promoted to a partner at the law firm Zarin & Steinmetz, White Plains. Richmond joined the firm in 1999 as an associate. Prior to that, he was assistant corporation counsel at the New York City Law Department. Before that, he was an associate at the law firm Rivkin, Radler & Kremer, Uniondale. Richmond holds a Bachelor of Arts degree in history from Williams College and a Doctor of Jurisprudence degree from Vermont Law School.

Edward D. Heben of Rye joined Citrin Cooperman & Company L.L.P., an accounting firm, as a partner in its White Plains office. Heben was formerly the principal at Heben and Company, CPAs, P.C., Rye, an accounting firm he founded in 1980. He holds a bachelor’s degree in accounting from Pace University.

Geoffrey P. Anderson of New City was appointed executive director of the Westchester Residential Opportunities Inc., White Plains, a nonprofit organization that promotes equal, affordable and accessible housing opportunities. Most recently, Anderson was deputy executive director of Bowery Residents’ Committee, New York City. Prior to that, he worked for 11 years at Westhab Inc., Elmsford, culminating as vice president of housing programs. Anderson holds a Bachelor of Science degree in social work from Concordia College and a Master of Social Work degree from Fordham University.

Green Chimneys, Brewster, an organization that provides programs and services for children with emotional, behavioral, social and learning challenges, announced the following promotions.

Angelo Matra of Brewster was promoted to associate executive director of finance. Matra has been chief financial officer since 1998. He joined Green Chimneys in 1981 as director of finance. Matra holds a Bachelor of Science degree from the State University of New York at Albany.

Sheila McGuinness of Mahopac was promoted to associate executive director of human resources and performance improvement. McGuinness has been director of human resources and quality assurance since joining Green Chimneys in 1998. She holds both a Bachelor of Science degree in business education and a Master of Business Administration degree in management from Pace University and a Doctor of Business Administration degree in management from Nova Southeastern University.

Paul Agostini of Brewster was promoted to associate executive director of facilities. Agostini has been director of facilities since joining Green Chimneys in 1997. He holds a Bachelor of Science degree in facilities and property management from Iona College.

Steven Klee of White Plains was promoted to associate executive director of clinical and medical services. Klee has been director of treatment since joining Green Chimneys in 2004. He holds a Bachelor of Science degree in psychology from the City College of New York and both a Master of Arts degree and a Doctor of Philosophy degree in psychology from the University of Louisville.

Duncan Lester of Brewster was promoted to associate executive director of operations. Lester has been director of education services since 2004. Prior to that, he was director of its Hillside Summer Camp. He joined Green Chimneys in 1986. Lester holds a Bachelor of Science degree in mechanical engineering from Middlesex University in England, a Master of Science degree in school administration and supervision from Mercy College and a Doctor of Education degree in executive leadership, administration and policy from Fordham University.

Kim Bayer of Hartsdale was appointed director of the Community Housing Resource Center, a program of the Housing Action Council, Tarrytown, that provides information and technical assistance to residents and officials to develop affordable housing plans. Most recently, Bayer was a policy director for Los Angeles Mayor Antonio Villaraigosa. Prior to that, she was a policy analyst for New York City Mayor Michael Bloomberg. Bayer holds a Bachelor of Arts degree in government from Georgetown University and a Master of Public Administration degree from Columbia University.

Michel Araten of Purchase, managing director of global credit risk management at JPMorgan Chase, New York City, was elected president of the board of directors of Westchester Jewish Community Services, White Plains, a nonprofit agency focusing on mental health, home health care, developmental disabilities and social services. Araten has been a member of the agency’s board for 17 years. He holds a Bachelor of Arts degree in liberal arts, a Bachelor of Science degree in chemical engineering, a Master of Science degree in industrial engineering and a Doctor of Philosophy degree in operations research, all from Columbia University.

The American Red Cross in Westchester County, White Plains, announced the election of the following individuals to its board of directors.

Nancy Bave of White Plains, a social worker and community volunteer, joined the board. Bave holds a Bachelor of Arts degree in psychology from the College of Mount St. Vincent and a Master of Social Work degree from Fordham University.

J. Webb Moniz of Armonk, a retired partner from the law firm Cleary Gottlieb Steen & Hamilton, New York City, joined the board. Moniz holds a Bachelor of Science degree in physics from Brown University and a Doctor of Jurisprudence degree from Columbia University.

Maureen Pace of Yorktown Heights, vice president of operations at Mount Vernon Hospital, Mount Vernon, joined the board. Pace holds a Bachelor of Science degree in hospital administration and a Master of Science degree in health care, both from Iona College.

Parker T. Rice of White Plains, a real estate analyst in the Greenwich, Conn., office of Newmark Knight Frank, a commercial real estate services company, joined the board. Rice holds a Bachelor of Arts degree in political science from Hobart College.

Donald J. Riley of Piermont, vice president of human resources for IBM Global Technology Services, based in Somers, was appointed to the board of trustees of St. Thomas Aquinas College, Sparkill. Riley holds a Bachelor of Science degree in business administration and finance from the College of Steubenville.
