NYC traffic pricing plan for more study


State legislators on Thursday passed legislation that keeps alive for eight months New York City Mayor Michael Bloomberg’s congestion pricing proposal but does not give a quick green light to the mayor’s plan to charge auto commuters $8 and trucks $21 to drive below 86th Street in Manhattan.

Developer Louis R. Cappelli, a recent proponent of "smart growth" that yokes development with downtown mass transit hubs, will forge ahead this year with plans to build large-scale office space near a commuter station to lure tenants from Manhattan.
